HP Insight Remote Support (IRS) Services - RAP (Remote Access Portal) Access not Available after Migration from ISEE (Instant Support Enterprise Edition) Solution to the IRS Solution

Issue
After upgrading Neoview console from ISEE to IRS, Console is no longer accessible from RAP (Remote Access Portal).
Solution
Reviwing the CAS (Neoview console) configuration in RAP indicates that remote access to the CAS was configured to use SSH. When reviewing the services running on the Neoview Console it was discovered that the OpenSSH service was not running even though it was set to automatic.
Manual attempts to start the service resulted in failure and the following message being displayed:
"The OpenSSH Service on Local Computer started then stopped.  Some services stop automatically if they have no work to do, for example, the Performance Logs and Alerts service".  
When reviewing the Application Log in the Event viewer the following error is recorded:
Event Type: Error Event Source: OpenSSHd Event Category: None Event ID: 0 Date:  Time:  User:  Computer: 
Description : The description for Event ID (0) in Source (OpenSSHd) cannot be found. The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer. It might be able to use the /AUXSOURCE= flag to retrieve this description; see Help and Support fordetails. The following information is part of the event: OpenSSHd: PID 7580: starting service "failed: redirect_fd: open (1, /var/log/OpenSSHd.log): 13, Permission denied ".
When reviewing the properties of the file indicated in the error, "\Program Files\OpenSSH\var\log\OpenSSHd.log ," under Security it was found that the administrators group had been removed.
Once the "administrators group " had been added and given " full " control, the OpenSSH service would then start and remote access via RAP was restored.
