HP-UX - Impact of 2007 U.S. Daylight Saving Time changes
NOTICE: The information in this document, including products and software versions, is current as of the Release Date. This document is subject to change without notice.
DESCRIPTION
Beginning 11 March 2007, Daylight Saving Time (DST) start and end dates for the United States will transition to comply with the Energy Policy Act of 2005. Under the new law, Daylight Saving Time will begin on the second Sunday of March and end the first Sunday of November, extending the timeframe by four weeks.

Due to this DST change, operating system and application software updates may be required to ensure that the system clock on HP products is accurate.
This is not unique to HP products. All devices that automatically adjust for Daylight Saving Time, and support operating systems or software relying on a local time zone that observes DST, will be affected by the 2007 DST change. Any application which uses US time zone information will be impacted during the additional weeks of extended US Daylight Saving Time.
The typical scenarios and operations that will produce incorrect results are:
- Time format and display
- Time zone name display
- Operations that check whether a particular date is in Daylight Saving Time
- Computations and/or business logic based on Daylight Saving Time
- Any of the above that run on a system on which time is set to a time zone other than the US time zone, but does computations based on a U.S. time zone
Several countries besides the United States of America are also implementing the same DST change (Canada, Bermuda), and other countries are expected to make similar changes. This document outlines patches needed for Hewlett-Packard HP-UX products. Information on the U.S. 2007 Daylight Saving Time Changes for other HP products not listed in this communication can be found at

DETAILS
Businesses and individuals whose environments are sensitive to date and time transactions and utilize a local time zone may be impacted by changes in the Daylight Saving Time rules. Some applications perform date and time manipulation and may make automatic decisions based on Daylight Saving Time rules.
Some of the updates have been available for some time while some were recently posted. HP recommends customers perform a system assessment to understand what updates may still need to be installed by March 11th to allow for the automated adjustments for the Daylight Saving Time changes to occur.
HP-UX 11i v3 will fully support the 2007 U.S. Daylight Saving Time requirements for U.S. systems at time of release (currently scheduled for early 2007).

For older HP-UX systems in the United States, Mexico and Canada the following patches should be applied prior to March 11, 2007.

Perl
|
The perl product that is delivered with the HP-UX Operating Environments and Application Release is not affected by the Daylight Savings Time change.
One of the perl modules "DateTime::TimeZone", is affected. Please note that this module is not available in the perl product available on the OE, AR and web for HP-UX. Any user using this module will need to ensure that the version 0.59 of the module is used for the Daylight Saving Time change fix. This module contains sub-modules for handling region and country specific timezones.
The repository can be accessed using the
ppm
command (available under /opt/perl_32/bin and /opt/perl_64/bin) from any machine with the perl bundle installed. This command provides a
ppm
prompt.
To install the above module, enter
install DateTime-TimeZone
from this ppm prompt.
If a module's sources are got from the OpenSource (for example, CPAN - http://www.cpan.org/), then they need to be compiled before the module can be used.
PPM stands for "Programmer's Package Manager". It is a repository of pre-compiled binaries of the perl module for installation on HP-UX IA and PA boxes. On installation of modules from this repository, no compilation is needed.

DCE
DCE will address the 2007 DST issue in the HP-UX 11i v3 release.
These changes only affect customers who use DCE Distributed Time Service (dtsd).
Customers who use XNTP for time synchronization do not need to install any DCE patches.
For older HP-UX systems running DCE in the United States, Mexico and Canada the following patches should be applied prior to March 11, 2007.
